The first "official" (that is, government-issued) souvenir card was released by the US Post Office Department (USPOD), later the US Postal Service (USPS), for the 1960 International Philatelic Congress in Barcelona. The USPS contracted with the Bureau of Engraving and Printing to produce their cards, which are smaller than those issued by the BEP and typically feature enlarged postage stamp designs. The majority of the PS cards were issued at international philatelic exhibitions, often with the text in the language of the host country. The USPS suspended their souvenir card program in 1992.
